HRWMO is a specialized organization with Alternative Dispute Resolution (ADR) capacity. It consistently incorporates ADR when developing its programs to resolve conflicts and disputes outside the formal legal system. Since August 21, the majority of the legal system has been dysfunctional, and ADR methods have provided communities with alternative avenues for resolving their differences in a more amicable and collaborative manner.
The Strengthen Social Cohesion Project is funded by Search for Common Ground and the project involved two tiers of interventions and was carried out in Behsud and the Jaliz districts of Maidan Wardak province with the goal of identifying and utilizing local mechanisms to enhance community cohesion and strengthen the spirit of Islamic brotherhood among community groups. HRWMO provided capacity-building training on ADR, mediation knowledge, mediation techniques, and skills to 160 community leaders (120 community leaders and 40 women groups). During the first tier, HRWMO gathered primary data from the related districts in order to develop training materials, identify and register inter-community dispute cases, and establish networking.
In the second phase of the Strengthen Social Cohesion Project, HRWMO provided training to 300 community leaders (200 community leaders and 100 women activists) in local engagement and mediation. The training focused on resolving dispute cases in the Jaliz and Behsood districts. Initially, HWMO established four mediation committees, which identified 24 inter-community dispute cases. In cooperation with the mediation committee members and local government authorities, HRWMO successfully resolved 2 inter-community disputes that were identified as acute cases by the mediation committee members.
